Uganda: Defence Chief Orders Heavy Fines on Ministers Travelling Without Permission. In a sharp directive issued Saturday evening, Gen. Muhoozi Kainerugaba, Chief of Defence Forces (UPDF), announced that every minister who leaves the country without his permission will be fined 30 million Ugandan shillings.
“Every minister who leaves the country without my permission will be fined 30 million shillings. We shall use that money to build roads. Ministry of Finance will start implementing this order immediately,” Gen. Muhoozi posted on X.
The announcement has already drawn rapid reactions online, with some officials and supporters signalling readiness to enforce the new rule at airports and border points.
