IEBC Denies Claims of Awarding KSh6.5 Billion 2027 Election Technology Tender

The Independent Electoral and Boundaries Commission (IEBC) has denied claims that it has already awarded the KSh6.5 billion Integrated Elections Management System (IEMS) tender for the 2027 General Election.

IEBC Chairperson Erastus Ethekon said the procurement process remains at an early stage, with tender documents having been published on the commission's website and the Public Procurement Information Portal on August 11, 2026. He said no supplier has been selected.

Ethekon said the technical specifications are generic and performance-based, allowing qualified suppliers to compete. He added that the requirements were developed with consideration of Supreme Court directives, lessons from previous elections and feedback from IEBC field officers.

The response followed allegations by Democracy for Citizens Party leader Rigathi Gachagua, who questioned whether the procurement process had been predetermined in favour of a foreign supplier. Gachagua also called for the release of documents relating to the preparation and approval of the tender specifications.

IEBC said the technology tender and a separate tender for ballot papers and other election materials have temporarily been halted following requests for review before the Public Procurement Administrative Review Board.

The commission has maintained that the procurement is being conducted under the Constitution and the Public Procurement and Asset Disposal Act, and urged potential bidders to use the established legal channels if they have concerns.

The dispute comes as Kenya intensifies preparations for the 2027 General Election, with the procurement of election technology expected to remain a closely watched issue. #Elections2027 #Gachagua
